What is the High Risk category on the Waiver Application?
In this Coffee Chat, Scarlett briefly explains what is meant by “Individuals between the ages of 3-5 at high risk for a developmental disability” in the Application for Services (aka Waiver Waitlist Application) from the Agency for Persons with Disabilities (APD).
In short, this is a blanket category for a child who has not yet been diagnosed with any of the other developmental disabilities listed on the APD’s site. As a reminder, those seven other disabilities are:
Intellectual disabilities (Full Scale IQ of 70 or below)
Severe forms of autism
Spina bifida cystica or myelomeningocele
Cerebral palsy
Prader-Willi syndrome
Down syndrome
Phelan-McDermid syndrome
If a child is at high risk for developing or being diagnosed with one of the conditions above, then the child is placed on a “pre-waiting list” of sorts until they turn five. At age five, they are reassessed. If a child is diagnosed with one of the above conditions before their fifth birthday, parents should contact their local APD office to ask where to send their new diagnostic materials.
